The only method I am aware of to "create" a  ground in rocky terrain 
is to install a radial ground system like you would if you were 
installing a ground system for lightning protection.  Use the pole 
as the center point and install uninsulated copper wire as you would 
if you were installing a vertical gound plane. 
I am somewhat surprised that there is that much noise on 2 meters and 
it is not noticeable on UHF.
Let us know what the outcome is.  I am curious.
