*1. As for relays...*
I never had a Beverage switching relay freeze up. The relays themselves
were not the sealed type; but the relays, transformers, and other
components were in hermetically sealed Hammond polycarbonate boxes.

I did occasionally energize the relays when I wasn't using them. It can't
hurt! :-)
*2. As for the tuner:*
Perhaps replace the lubricant in that Icom tuner with synthetic grease.
That stuff doesn't get stiff when it's cold.
That's what many hams use in their antenna rotators. Worked for me in cold
northern Ohio in the 80's.
