Model the plate a few inches above the ground... The way I do it it looks like 
a comb - bunch of parallel, straight wires close together...  Just play around 
with it and you will get the idea... It is a lot of work... I wonder if we 
could badger Roy into adding a utility that will model a solid, flat surface?
   
  Yes, a small (relative to wavelength) plate or short wide radials will work, 
but not as well as a normal radial set...  The reason is that the return ground 
currents have to flow further through lossy dirt to reach the short radials or 
the plate than they would for longer radials...  So, more resistance in the 
ground circuit means warmer, happier worms...
