I had inquired as to what the "R" in the WWV report was and never got an
answer so I asked K9LA and this was his reply:

There are two "Rs" in propagation reports.
The first use of R is tied to disturbances to propagation. This R is on a
scale of 1 to 5, and is related to big solar flares causing blackouts on the
sunlit side of the Earth. 1 is good and 5 is bad.
The second use of R is the daily sunspot number. Your question about R = 62
was this use of R. The use of R for sunspot number comes from R12, which is
the smoothed sunspot number (long term average).
