Since my last post I have been studying "Low Band DXing" Third Edition.  In Fig 
9-95 it shows an inverted L using a 19 meter vertical tower which is pretty 
much what I have.  68' tower or 20.7 Meters high. 
If the loading wire is attached to the tower. Then I assume that the center 
wire of the coax is attached to the bottom of the tower and the braid attached 
to the radial system. 
My question is with the tower setting on a base plate and the base plate bolted 
to the concrete base is not the tower effectively grounded as well?
