I think it is just an accident of history. With the 25 kHz regional
segmentation of the band in the days of Loran it did not make sense to
have CW and Fone subdivisions for each region. It was already
complicated enough just to figure out where you could operate at all.
Shoot in those days a lot of rigs frequency resolution would have barely
facilitated dividing the 25 kHz segments in half. When the regional
frequency and power limits were finally lifted the FCC was not
interested in putting any effort into writing new regulations for a non
profit making radio service, any more than they were interested in
enforcing the existing regulations.
