I have used about 10 elevated radials, all at about the height you suggest, 
each less than a 1/4 wave (about 25m long).  The installation at EI7IU a few 
years ago did well, working XZ0 and more than 100 other countries using 100 
watts to a TS-830.

The antenna above the elevated radials was a "T" up 15 metres with 15 metres of 
top hat each side.  

Now at YB5AQB I am facing very poor soil conditions and need something above 
the ground. But radials above the ground disappear during the week as the 
copper scrap price is too high for the locals to pass up.  It will now take 
loads of radials below the ground to do what elevated radials can do but at 
least there is a better chance they will stay put.

BTW, the beverages take a walk every week also and to save time each weekend I 
am now using just one short one (100m) facing north to cover NA and EU.
