Yes indeed they would! A low dipole to the ground can be a superb antenna at Sunrise and Sunset for certain long haul DX on topband. It is a valuable and simple antenna to have available during the limited times when your 1/4 wave vertical TX and Beveridge can not make the grade due to arrival path anomilies.
