A lot of these low noise receiving antennas can be badly detuned
if you set them up near a transmit vertical resonant on the band
of interest. You might check if you have some F/B on other
bands. That would be pretty convincing evidence of this.
As to adjusting the terminating resistor, you could try hooking up
one of the old Allen-Bradley pots with the carbon elements.
They are reasonably non-inductive. I have used a combination of
a 220 to 510 ohm carbon comp fixed resistor in series with a 1K
ohm carbon pot. Works OK.  73, David K3KY
