Over "average" ground the pattern would be slightly oval with a "F/B
ratio" of about 1.33 dB.  Directivity favors the same direction that the
radials run.

The directivity varies with the soil conductivity.  Over "very poor"
soil, the "F/B ratio is about 3.59 dB and over "very good" soil it is
about 0.63 dB.

These results were obtain using EZNEC for a full-size 1/4 vertical with
60 1/4-wave radials covering 180 degrees of a full circle.
