This sounds like dispersion.
VHFers hear this in aurora propagation. CW sounds like noise bursts.
Which is caused by multiple effective propagation paths, of varying
lengths, spreading the spectrum of the signals.
Never heard of it on 160 meters since the the path variations would
have to be huge by comparision,
(I would check the phase noise and stability of you transceiver)
BUT, condx have been remarkable and fast changing.
it deserves further investigation.
When, in exact time, was this occurring?
