I just got my cards back from ARRL and my VP2MEY 160 QSL was bounced
with a criptic "Unauthorized opr." This was the 1995 CQWW CW contest by
JH1NBN, and I didn't think relatively common countries had to submit any
documentation? Anyone know what the story is here?
