The Japanese segment on 160 has always been a very unusual
selection for concentrated CW work. In my opinion, as Japan
has already staked out that area, it should be more reasonable
to select a JA phone band immeditely adjacent to their CW band....
say 1892.5 - 1907.5 kHz .... assuming 15 kHz is their width of
choice. I think this selection would satisfy the ARRL band
plan for 160 and keep SSB out of the lower portion as suggested
by Joe Craig's thought concerning a world wide CW segment.
