Doubtful that it was a pirate.
KV4FZ is Herb Schoenbohm who lives on the US VI.
He has been in the ARRL news some recently because there
is a legal battle between him and the FCC. They are trying
to revoke his license (I forget the reason), but he has tied
them up in court thus far. For now, he continues to operate
with KV4FZ as his official call.
