        Consider the following example.

        CT1BOH asks HC8N to QSY  to 1825 for a new 
        multiplier      in the CQ  WW   DX  Contest.  

        You go to 1825 and hear a faint CW  signal.
        Since you KNEW  the frequency, you are able
        to FIND the weak signal.  Since you KNOW
        the CALL, you are able to verify that, YES, it is HC8N.
        AND, since you KNOW the exchange, you verify
        the report as 59910.

        IS  THAT  ALSO  CHEATING?

        It would seem to be the case by your definition.
