Hi Bill,
The local IARU society has said that there is not a license. We have
received no documentation from AP2AP. Without documentation from the
operator, we cannot look further into the matter, thus we cannot accept
cards at this time.
Sounds official, doesn't it? If you work it, I'd hang onto my card for a
while, and see what happens when he gets back to Japan.
