Last year or so I asked Dr. George Jacobs - W3ASK - the propagation man from
CQ magazine for 40 years about whether Stratwarm really meant anything. His
initial email to me (as well as Dean Straws from ARRL) indictated what I had
thought - that no warming could effect ionization to any degree which could
affect propagation, however, George forwarded the query and some of our
comments up to a senior propagation scientitist at Penticon who advised there
in, in fact, a pronouced effect on propagation across of near the polar region
due to conditions covered in the Stratwarn notice. These are related to
temperatures up high which produce ionized gases.
I believe George published this in a 1996 issue of CQ - I will research it and
brodcast a message as to the issue and if I can find the detailed responses
from the man in Canada will put it on my web site for download.
