Gary used a simple 9:1 transformer in the K9AY loops, so the ICE should be a
direct substitute.

It should help. We (K1LT and I) put one up before the ARRL 160 Meter
contest to compare it to the Beverages. He had it at his mid-city location
for a week or so, and reported that it worked well to solve some of the
electrical noise that he's always been plagued with.
At my place, I don't have any electrical noise. With a C&S Engineering
(KD9AV and N8CSI) preamplifier mounted in the box, the K9AY is just a bit
different than the short (250 foot) European Beverage, and down quite a
bit from the long (740 foot) European Beverage.
During times when the signals are arriving more from the high angles
(early in the evening, for example), the short Beverage works better than
the long Beverage. At those time, the K9AY sometimes outperformed the
shorty Beverage!
The nulls are very deep. We installed it on a homebrew A-frame we made
from 2x2 lumber, and assembled it per Gary's article (85-foot wires, with
terminators optimized for 160 Meters). To be festive, we used a red and a
green wire for the two loops, and I've told neighors that it's a Christmas
decoration (It's in my front yard: the back yard was way too full of
Beverages!)
We are considering a phased array of a pair of single loops, perhaps even 4.
If you don't have room for a Beverage, try the K9AY loops! (For those who
don't know, the article was in the August or September issue of QST).
