It seems like a common phenomemon here on the USA west coast also.
During 160m contests at my sunset period, I hear many east coast signals
calling "CQ test". I call them and they come back calling "CQ test"
again. A few hours later, there's no problem working these same
stations.
I don't think this is a quirk, because it happens all of the time.
