It might make the fence charger quieter (or noisier).  It won't do much one
way or the other for the antenna situation.

Until the elevated radials are elevated enough (3/8 to 1/2 wavelength),
more radials is "more better" until you get up to 60 or so (assuming 1/4
wave radials).
