Congratulations to IG9 on new world record. Seems as though at least a
few die-hard record setters spend as much time studying propagation and
location as most do satisfying their egos. 10-15 db is easily to
achieve by being at the right place at the right time. (Best summary "HF
Antennas for all locations", by Les Moxon) Try a 6db better signal level
at 1998 during most evenings.
As for band plan forget it. There are a couple hundred countries and
substantial majority of operators who prefer it the way it is.
