It would seem more likely that your reference oscillator is heat sensitive.This
reference oscillator is a common failure in the Omni 6, particularly in the
earlier oven stabilized versions.
However, it is worth checking how you determined that the PLL is not locking.
Does the radio simply drift or did you determine lock condition by virtue of
observable instability of the LO signal as seen on a scope?
There is no loss-of-lock logic in this synthesizer so you would need a direct
observation to know that the loop is not locked.
Since each band has its own frequency determining components, it is unlikely
that alignment would have much impact if all bands are “out of lock”.
