Ethyl Alcohol will clean up circuit boards safely. You need to get one of the brushes called "Acid brushes" which have a metal handle holding bristles. Cut the bristles to only 1/4 inch from the ferrule, straight across, to make the brush stiffer. Dip brush into alcohol and transfer to board and gradually scrape off the green crud.

This may be a sign of someone using acid core solder, or storing circuit board in a damp environment. On solder side of board, you may try pre-brushing with a brass bristle brush, to loosen the green crud.
