Is this zero offset present when the radio is turned off as well?

If so, have you tried licking your finger and wiping across the front of the 
meter?
This meter accumulates electrostatic charge that can take a long time to 
dissipate and the spit ills it right away.

The Orion meter does have an adjustment for zero but you have to remove the 
meter from the front panel and poke a pained adjustment tool through an access 
hole i the front of the meter to center the zero.

Tis must e done with the meter vertical because it is not a very good meter i 
terms of balance. If you adjust it while it is laying on its back, it will be 
off by 3 S units when you stand it up.
