Q1 is just a transistor switch that triggers the relay coil. If the relay
is buzzing you must be putting ripple on it and that comes right out of
your power supply, 13.8v. I don't see why changing capacitors would be the
first thing. Things happen for a reason. Use the scope and look at your DC
or just try another power supply or try that power supply on another radio.
Step 1 first.
