YES very warm capacitors indicate increased power loss, or formation of a short.

28 years on the power supply is about 8 years beyond BEST capacitors' lives.
Replace all electrolytics while you are at it.

Examine any tubulars for leaky wax or popped ends or cracks and replace if indicated. Look for discoloration on the bodies of other components as well, that could indicate need for replacement.

Do it sooner than later to avoid a catastrophic failure.
It is not pretty to see electrolytics short, and then launch themselves out of their cases toward the ceiling. Been there, saw that! The smoke and spilled electrolyte smells terrible!
