I would use the 14.8V pack. Depending on the TX power you are going to run,
get one (or two) diodes capable of carrying the current you need, and put it
(them) in series with the supply line to drop the voltage by 0.6 or 1.2
Volt. Please end you message with your name and/or call. It makes it so
much nicer to know who we are replying to.

Subject: [TenTec] SOTA
I'm working on a battery pack for SOTA with my Eagle. Have a mess of the
18650 Lithium Ion cells size from defunct laptop packs. Looking for rapid
test procedure for Lithium Ion cells. Wonder if anyone on the list has a
good understanding of these cells and will make a recommendation as to
how to test. My othe question is more Eagle related. Am I better ruuning
it
at 11.1V or 14.8V? 40 of these cells will gey me a 20Amp hour 14.8V pack
thet weighs 2.2kg including packaging and charger.
