Your idea of setting up a clearinghouse for parts rigs is a good one. Many years ago Electric Radio Magazine used to maintain a list of "Boatanchor" parts rigs and their owners. The owners retained the rigs. A person in need could find the owner on the list and contact him or her for help in finding a needed part. It would just require a place on the web to post information on available parts rigs and someone to maintain the list.
