That is correct about grounding the shield of the coax is not enough
anymore to prevent damage. Static charge can build up on either side of
a dipole, and when it gets high enough has been seen to arc thru 600
volt rated insulation. Wind can induce static by vibrations of
insulated wires. This is known as the triboelectric charging.
