There has been discussion here about capacitor ESR in the past. I don't have an ESR meter, but I removed and checked some of the suspect capacitors. Can ESR be related to DC leakage? None of the ones I removed appear to be leaky with a DC resistance on the order of a few megohms. Does this equate to low ESR or is there no reliable relation save that leaky capacitors are always bad?
