I managed to sort out the issue with vfoB tuning. Upon close inspection,
the insulation on the 5-wire jumper cable from pcb to encoder was slightly
frayed and I suspect intermittent shorting of adjacent wires. Perhaps at
one time this cable was pinched between the front panel and chassis.
