Damn, that's odd. With the tests you did it sure points to a fault in the pa. I'd put a scope on the +13 vcc line and see if rf is getting on that line. Check grounds!! It's possible that one of the driver/pa transistors is behaving oddly. That would explain the problem at low drive levels. Could be a cracked pcb trace inside the pa box. Did you look at the output on a scope?
