A mis-alignment of the S meter would be the same on all bands...

Yes. It does not appear to be an alignment issue.
The same problem prevails on all bands.
Also my CW keyer speed range is way too fast. Therefore difficult to
adjust.

It could need calibration. There is a procedure in the manual. It
requires two known and specific signal levels to accurately accomplish
this.

The S meter on my Omni 6 plus never goes above S 7.
