I have an Omni VI + and was exhibiting some of the same issues.  It was a 
bad main tuning encoder.  In my case, it worked fine when turning clockwise 
but when turning counter-clockwise it would not change frequency between 
about 3p and 9am (going backwards) on the knob.  I took it apart and cleaned 
all of the connections to the front panel board.  The only fixed it a 
little.  It then didn't work from 2p backwards to 10am.   In the end I sent 
it to TenTec and they replaced the encoder and did the general tune up they 
do with all rigs in for repair.  They warned me about the price ahead of 
time asked for permission to proceed.  They said they had to totally 
disassemble the front panel (all knobs and switches had to come off) in 
order to replace the encoder.  Encoder cost was about $75 but the overall 
bill including return shipping was just over $300.  I know....OUCH!.

tuning will not change frequency, or will do so at a very slow rate, or in 
the wrong direction.  It is almost as if the main tuning knob is slipping 
on the shaft.  However, it isn't slipping.  This sometimes cures itself or 
sometimes when I change bands a few times.
I have not seen this reported previously as an issue.
Anybody have experience with this problem?
