Well Lee, that depends.
"If" the OII has its PTT line wired to Pin-8 of its accessory jack, AND it
is possible to key the OII in CW by grounding the PTT jack, then the answer
is Yes.
I don't own and have never owned an OII so I don't know the answer to those
two questions.
My hunch is, it will probably work.

If you normally have a paddle connected to your Eagle for keying its
electronic keyer, you can plug a straight key into the ACCY jack of the
Model 318 and have both keys available at the same time.
