OK, let's try this again.
First, there was no intent to offend or to give a smart a**ed answer.
No I do not have resonant antennas. Only a 160M dipole in the trees tuned to
all bands with a Palstar BT1500A tuner. Yes, I have had RF problems.
Now, back to the 9420 PS. The load sensing for turn-on of the supply when only
the transceiver is used (no, I never powered my rig from the 9420 either) is
around transistor Q1. However, Q1 provides a signal to the same Q7 that
normally turns on the power supply. Removal of Q1 should defeat this circuit.
The problem here is that the RF may still affect the supply turn-on circuitry
outside the load sensor. That and that alone is why I suggested dealing with
the 'RF problem'
No, a poor answer will not derail the guys on this reflector from offering an
alternative answer.
Again, no offense intended. There's very little or none of that on this
reflector. Only an attempt to help. Sorry I didn't fix it for you the way you
wanted

I use the Ten Tec 9420 power supply with my Hercules II. It has the
following problem -
With the Herc turned off, there are times when RF in the shack on
certain band and antenna combinations causes the power supply to turn on
and off in time with CW keying. A big thump and buzz on each dit and dah.
With the amp turned on this is not a problem, the power supply just
stays on.
I don't use the transceiver output from the power supply and only use it
to run the Herc.
I suspect the transceiver sensing circuit is sensing a load in these
situations and turning the supply on. How can I disable that "feature"??
