There is no crystal on 14 MHz. Because 5 + 9 makes 14. No need to
heterodyne the PTO its already in the right place. Could be the mixer
balance is off so three times the PTO is coming out the PA in the 15 MHz
region to confuse tuner. You have multiple radios, you could listen for
it there. I didn't look at the schematic that closely to see how they
caused the PTO input to feed through, probably stuff DC into the
balanced mixer to unbalance it in place of the RF from the crystal
oscillator. I didn't check the transmit mixer for a balance adjustment.
