There are a lot of cw qrp rigs that are in the $100-200 range and that's
not a bad place to be. If he's really interested in learning cw. Anything
that Dave Benson has at small wonder labs (several less than $100), one of
the HB-1A rigs (20/30/40 meter cw, but receives ssb), and a multitude of
others. TenTec has a number of decent cw rigs that are low power and in the
$100-200 rangeI'd be glad to steer him to something.
