good cheap Tektronix scopes can be found at hamfests and on-line.  You
just have to employ the same buying skills and due dilligence you
would use for ham gear.  That means you have to learn a bit about them
in order to not be in a fog when buying one, especiallly on-line.
It's always possible your first purchase will turn out to be a dog,
but it can still be a learning experience if it works well enough to
do a few things.   At a hamfest, there's nothing wrong with saying to
a seller, "I don't know very much at all about oscilloscopes; tell me
about this one."  If he is genuinely knowledgible and not busy he
should be able to demonstrate the scope for you or at least talk to
you about it.  This is one way to find out if the seller knows what he
has, or is just some used product vendor trying to move estate sale
purchases at a profit.    I bought a very good condx Tek 453 (
http://www.diyguitarist.com/TestEquipment/Tektronix453.htm ) at a
hamfest last winter, complete with manual, probes and case  for $80
and the seller practically insisted on taking me to an electrical
outlet so he could demonstrate the scope.    Periodically we have used
scopes for sale where I work.  The next time that happens I will
mention it here.
