W9XT/Unified Microsystems makes a simple band decoder. At first glance, it
doesn't look like it will do exactly what you want, but the price is right -
$18.95. With a little creativity, maybe it can be made to work for you.

I built an antenna control for the contest bands using the signals directly
out of the OmniVI. The WARC bands must be selected and tuned manually.
