[TenTec] Paragon pll issue above 22 mhz

All PLL works fine except 22 mhz and up..Already did the resolder on major and 
minor loop boards..logic goes low at plug 90 ...voltage at test point on major 
board will not vary from 22 mhz and up does vary on all below 22 mhz...VCO 
adjust on proper VCO has no effect on voltage at test point...possile IC 
problem?? any info will be helpful....Tnx
