The fluctuation of current could be the power drawn, being more than the supply can deliver continuously. It could be that capacitors in the supply are old and drying out, cutting the current rating. It could be the antenna blowing in the wind, and altering its impedance. How old is the power supply? Electrolytics 10 years old and older may be on their end of life. Also check the connections from power supply to the rig.
