To lower the rain loss on parallel insulated feeders is why "Antenna 
wax" came to be.   If you wax the insulation such that it does not allow 
water to stay on the surface, you can overcome the wet weather losses.  
The wax causes any water to bead up in droplets, isolated from other 
droplets, instead of a sheet of water.   Any feeder will shift 
performance in wet conditions, extreme heat, or cold, that could affect 
its dimensions as well.  Luckily, things keep working well enough in 
spite of these issues.  Just make sure the wax is compatible with the 
plastic you are trying to weather proof.
