100% upward modulation of an AM carrier doubles the transmitter output
voltage. That quadruples power at the peak. So in a linear type radio
that is good for 100 watts CW and 100 watts peak SSB, the carrier can
only be 25 watts to produce AM without peak clipping and distortion. The
max output is 100 watts, though the unmodulated carrier is only 25
watts. It has ever been so any variations make distortion and splatter.
