Jay:
You should turn the output all the way down, adjust the ALC to the
desired level, then turn the output up until the ALC light flashes. You
don't want to have a high drive setting and a low ALC setting or the
quality of the waveform will be compromised.
On my Corsair, turning the ALC all the way down, then turning up the
drive until the ALC lamp flashes, results in a power output of 30 watts.
So, if you want to run QRP at 5 W, you will be below the ALC threshold
in all cases.
