A couple of 100 k ohm 2 watt resistors, (carbon) to earth will constantly bleed a balanced line. They will not be affected by your RF power, as the value is so high in ohms. Of course, their voltage rating is not for direct lightning hits, but you should ground by switch or relay when the rig is not in use.
