I have never seen that tuner, build my own. If its anything like most of them the fwd/ref circuitry has a couple diodes in there. If too much power has ever been put in it will wipe one or both of em out. Ck 2 see if tts the case. Getting it to read full scale with low power is simply to get some calibration so you can see how much fwd es ref ur gng to end up with.
