There are two phono jacks on the rear panel where a remote VFO connects. 
When that VFO is not connected, there must be a jumper between the two 
jacks.

My Corsair display reads 9.1 followed by zeros on 160-20meters and 9
followed by zeros 0n 17 through 10. It does not receive and turning the
dial does not affect the frequency.

Any ideas?
