Alan, the recent FCC NPRM is the answer to more than a dozen private petitions for rule making for or against code requirement, and the deregulation of code requirement internationally. This all goes back several years back on the petitions to change code requirement. No it is not an answer to the ARRL bandwidth proposal which has NOT been submitted to FCC.
