Mine has always done that too, and it's pretty nasty
when you have the AF gain cranked all the way up while
trying to work a really weak signal and switching
modes to make the Q.
I have never studied it closely but I believe it is
closely related to AGC "pop" problem that the slightly
delayed AGC attack time constant causes. That problem
is very noticeable when a strong signal hits the RX on
an otherwise quiet band.
